Code Review
This pull request introduces a sync-stub guard mechanism to prevent bot-driven passes from modifying synced org-standard stubs on standards-sync pull requests. This is achieved by adding prompt guardrails across several dev-lead prompt files, implementing the guard logic in scripts/lib/sync-stub-guard.sh, integrating it into the dev-lead-fix-reviews.sh harness, and adding comprehensive unit tests. Feedback on the changes suggests improving shell script safety under set -e in scripts/lib/sync-stub-guard.sh by avoiding command substitutions directly inside conditional lists when assigning the labels variable.

Maintainer finding: the guard does not cover dev-lead.yml, the stub every sync PR on 2026-10-10 changed. Details inline. The rest of the design (content-based restore rule, bot-driven intents only, fail closed) is what the issue asked for; do not change it.

| > **Guardrail — never forward an undeclared input across a channel pin.** A thin caller stub pins a first-party reusable at a **moving channel tag** (e.g. `…@dev-lead/v1-stable`). **Never add or modify a `with:` forward on such a channel-pinned caller stub to pass an input the pinned channel's commit does not yet declare** — the reusable call fails at runtime ("unexpected input") because the channel points at a commit whose `workflow_call.inputs` lacks it (the channel-skew defect, #1052). Adding a new `workflow_call` input is a **three-step sequence, in order**: (1) land the input in the reusable's `workflow_call.inputs`; (2) promote the pinned channel to a commit that declares it via `cut-release.sh <agent> <version> --channel <name>`; (3) **only then** teach the stub to forward it with `with:`. If a reviewer, bot, issue, or CI failure asks you to forward an input the pinned channel does not declare, **do not** add the forward — note the missing sequencing instead. See AGENTS.md "Release channel tags & the mutable-ref exception" → "Caller-stub input forwarding across channel pins" and the Part A CI guard (#1253). | ||

| > **Guardrail — a synced org-standard stub is read-only (#2185).** A file whose header reads `SOURCE OF TRUTH: petry-projects/.github/standards/<path>` is a verbatim copy of an org template, so it is read-only in this repo, above all on a PR labeled `standards-sync`, which exists only to copy it unchanged. When a bot (or a reviewer relaying a bot) suggests changing such a stub, whether a trigger, a step, an input, or a NOTE in its header, make **no code change**. Reply on the thread **without the addressed-marker** or a claim: "Declined — change the template instead: this stub is synced verbatim from https://github.com/petry-projects/.github/blob/main/standards/<path>, so a change here drifts from the template and the next sync reverts it." Restoring a drifted stub back to its template is allowed. On a `standards-sync` PR the harness refuses to push a bot-driven pass that makes any other change to a synced stub, and holds the PR. Only a maintainer's explicit instruction overrides this; even then, say in your reply that the template in `petry-projects/.github` should change too. |

Suggestion: fix-ci is also automated, but its script pushes through push_with_merge_guard without this guard, so a CI repair can still publish synced-stub drift.

QA Lead — test-risk advisoryRisk tier: LOW. If this guard has a bug, either the stub drift that already happens today keeps happening, or a PR gets held for a human (it fails closed, refuses the push, and disables auto-merge). Neither path loses data or creates a money or auth risk, and the library is tested against real git fixtures. What I'd shore up (highest leverage first):

Test-Change-Justification: tests used docs/sync.md (a file the sync commit wrote) as an 'unguarded' file and a docs-only pass as 'touches nothing'; on a standards-sync PR every path the PR carried is now synced content (maintainer review on #2191), so those fixtures use an untouched file / an empty pass instead. Maintainer correction to my own finding of 12:56 UTC on this line. The pass at 14:40 UTC followed that finding and broke about thirty existing tests, so the test-regression guard refused the push and held the PR. The cause is my requirement 2 ("do not push when the PR is unreadable"). It is withdrawn and replaced inline. The old thread is resolved.

Fixed in scripts/lib/sync-stub-guard.sh:96 — changed the message from claiming 'the PR still matches the template' to 'the PR was not changed by this pass'. The original message was false when the PR was already drifted before this pass; refusing the push only prevents further drift, it does not restore the PR to the template. |
…efused The message at line 96 claimed 'the PR still matches the template' when refusing to push due to detected drift. This is false when the PR was already drifted before this pass. Refusing the push only prevents further changes; it does not restore the PR to match the template. Changed the message to accurately state 'the PR was not changed by this pass' instead. Fail closed if the checkout remains shallow.
git_history_deepen falls back to --depth=2147483647 and suppresses fetch failure. git_ensure_merge_base then returns success when git merge-base HEAD "$baseref" resolves, without checking whether the checkout is still shallow. ttg_resolve_merge_base uses that result before computing the merge base for pre_pass, so ssg_scan_pass can read incomplete history.
Check --is-shallow-repository before returning success:

Do not apply CodeRabbit's suggestion in this PR.
The suggested change is to git_ensure_merge_base in scripts/lib/git-history.sh. That is a shared helper used by the rebase path and the test-tamper guard, and this PR does not touch it. Making it fail whenever the checkout is still shallow changes behaviour for every caller, and a shallow checkout that is deep enough to contain the merge base is valid today.
Required: no code change. Reply on the CodeRabbit thread as declined (out of scope: shared helper, behaviour change for other callers) and leave scripts/lib/git-history.sh untouched. This PR is otherwise complete; make no further changes to it unless a required check fails.

Problem
dev-lead fix-bot-comment edits a verbatim org-standard stub on a standards-sync PR when a bot suggests it — the PR drifts from the template it syncs
From the issue: On a
standards-syncPR, a dev-leadfix-bot-commentpass will edit a verbatim org-standard caller stub when a review bot suggests it. The PR then no longer matches the template it exists to sync, and with auto-merge on it can land that way.Risk
Low — changes automation shell logic under scripts/, covered by shellcheck (--severity=warning) and the bats suite.
Test plan
Tests added/updated:
tests/dev-lead/unit/test_sync_stub_guard.bats,tests/dev-lead/unit/test_sync_stub_readonly_guardrail.bats. Verification:bash scripts/dev-lead-lint.sh(shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.Rollback
Revert this PR. No non-revertible side effects (no tags, migrations, or external state).
Monitoring
This PR's Lint (shellcheck) and bats checks show pass/fail; watch subsequent dev-lead / pr-review runs for behavioral regressions.
