Within an Organization, I can choose what visibility options members have access to when they create a repo; most importantly I can block members from creating public repos to prevent accidentally exposing our source code to the internet.

Organization account settings > Member privileges > Repository Creation

Within an Organization, I can also choose whether members who are administrators of their repo are allowed to change their repo's visibility. But I am not able to select what kind of visibility options are available to them. That means if I enable this setting, then members could make their repos public which I do not want them to be able to do without someone sanity checking if it makes sense.

Organization account settings > Admin repository permissions > Repository visibility change

I would expect that the same controls regarding repository creation are also available for repository change.
