I was looking for a way to host a private Composer package using a GH org, and without resorting to Packagist.com, but relized that it's not supported. There was an issue that existed, but it was closed "due to a change in our strategic priorities and the allocation of our resources towards higher-priority initiatives." It would be really cool if GH would get on this.
github/roadmap#93
However, Ruby Gem's have support, which is a comparitivly less used language.

Since the comments for the GH issue are closed, I went looking for discussions on this but nothing existed for PHP and Composer.
There is one for Python that has had lots of engagement but is also not supported unfortunately. https://github.com/orgs/community/discussions/8542
