GitHub packages swallows the first part of the package name.
For example https://maven.pkg.github.com/ORGANIZATION/com/organization/ti/cem/model/maven-metadata.xml
Answers with 404 and error message: unable to fetch maven-metadata for package : "maven package "organization.ti.cem.model" does not exist under owner "ORGANIZATION"
Note that "com" part is present in the URL, but not in the error message.
But if I go to https://maven.pkg.github.com/ORGANIZATION/com/com/organization/ti/cem/model/maven-metadata.xml
Then I get
