Manual backport of upstream edc0aeb (LibreChat-AI#13912), scoped to our fork's actual feature set (we don't have the bash_tool/BASH_PROGRAMMATIC_TOOL_CALLING surface upstream also hardens here, so that part is omitted). loadToolsForExecution's isPTC check only tested whether PROGRAMMATIC_TOOL_CALLING was in the requested tool names, with no capability re-check at all — so a request could get PTC (and via ptcOrchestratedToolNames, effectively execute_code) even if the execute_code capability had since been disabled for the agent/role. Same gap for a direct execute_code tool request outside the PTC path. Now both require enabledCapabilities.has(AgentCapabilities.execute_code) and agent.tools including execute_code, resolved fresh in this function rather than trusting the caller's actionsEnabled/tool list.
