Sync bootstrap inventory after VmArray/VmInternalCompare landings (#1492)

Summary

Lane C had no eligible non-stdlib issue (all 115 lane-C open issues are stdlib-owned). This is the #1492 bootstrap inventory fallback.

Regenerate docs/bootstrap-inventory.md after recent php-in-PHP landings:

• +1 file: ext/standard/VmHttpFetchNative.php (php-in-php: VmHttpFetchNative — drop host @file_get_contents for http:// URLs (#8552) #8553)
• VmArray.php: warnings 50 → 30 (refactored array ops)
• VmInternalCompare.php: 28 → 32 class methods
