Fix the ORB visual before/after screenshot-capture pipeline: it currently wastes Browser Rendering + storage capturing screenshots for non-visual PRs, its preview-poll retry budget is trivially bypassed by unrelated re-review triggers (causing repeated re-reviews/comment edits on PRs whose repo has no discoverable preview deploy), its stored/embedded images are unresized full-page native-res PNGs that don't match the caption/sizing convention contributors are held to, and its placeholder URLs can point at a private Tailscale hostname unreachable from GitHub's public image fetchers. Found via a live investigation of JSONbored/metagraphed#6036.
